The U.S. Treasury Department allowed a waiver from President Biden’s administration to lapse that allowed the European Union to purchase Russian oil. The waiver allowed the processing of payments for energy transactions with sanctioned Russian banks. This move came after Russia escalated attacks in Ukraine despite President Donald Trump’s request for them to back off so peace negotiations could be organized.
After Russian negotiators had rejected President Trump’s ceasefire plan, President Vladimir Putin expressed preliminary and conditional support for the 30-day ceasefire on Thursday. “The idea itself is the right one, and we support it,” President Putin said. “But there are questions that we need to discuss, and I think that we need to talk them through with our American colleagues and partners.”
