Judy May Chu was born in July 1953 in Los Angeles, California. She received an undergraduate degree from California State University, Los Angeles, and an M.A. and Ph.D. from Alliant International University. She taught psychology in the Los Angeles Community College District. She served on a school board in Rosemead.

Chu was elected to the Monterey Park City Council before serving as mayor of Monterey Park for three terms. She lost two races for the California State Assembly before winning a seat. Chu then served on the State Board of Equalization.

Chu won a runoff in a special election for a U.S. House seat in 2009.

Chu is married to Mike Eng. She is a Unitarian Universalist.

In the News…

The U.S. House of Representatives passed the United States-Taiwan Expedited Double-Tax Relief Act, sponsored by Representative Judy Chu, in mid-January. The legislation seeks to prevent double taxation between the U.S. and Taiwan.

Congresswoman Chu said that previous laws had required Americans in Taiwan to pay income tax in both countries. She cited a survey that showed the double taxation was a hindrance to Taiwanese companies investing in the U.S.

She said that the U.S.-Taiwan Expedited Double Tax Relief Act will “create more jobs here at home and invigorate our nations’ manufacturing production, while strengthening a national security partner’s economy and promoting more mutual investment.“

Representative Chu added, “Across the country, including in the San Gabriel Valley, our economic ties with Taiwan are strong, and I am working to make them even stronger.”
