Chief Judge Danny C. Reeves

Danny Clyde Reeves was born in August 1957 in Corbin, Kentucky. He earned his undergraduate degree from Eastern Kentucky University, and his Juris Doctor from Salmon P. Chase College of Law.
Reeves clerked for a U.S. district court judge in Eastern and Western Kentucky. He entered private practice and became a partner in a law firm.
President George W. Bush nominated him for Eastern Kentucky U.S. District judge in September 2001. The Senate confirmed him, and he received his judicial commission in December 2001. Reeves as served as chief judge since August 2019.
Reeves is married to Cindy, and they have two children.

U.S. Chief District Judge Danny C. Reeves reversed the rule from President Biden’s administration that expanded Title IX to specifically protect students based on gender identity or sexual orientation. Chief Judge Reeves found that the changes went beyond the Department of Education’s authority.
“When Title IX is viewed in its entirety, it is abundantly clear that discrimination on the basis of sex means discrimination on the basis of being a male or female,” Judge Reeves wrote in his decision. “The entire point of Title IX is to prevent discrimination based on sex. Throwing gender identity into the mix eviscerates the statute and renders it largely meaningless.”
The judge ruled that the 1,500-page proposed regulation also “offended the First Amendment by requiring the use of preferred pronouns or alternate names.“ He wrote, “The First Amendment does not permit the government to chill speech or compel affirmance of a belief with which the speaker disagrees in this manner.”
The decision permanently vacates the rule nationwide, stopping the Education Department from enforcing it.
