Senate Bill Proposed to Ensure Responsible AI Use in Federal Government

The Trustworthy by Design AI Act outlines standards to improve safety and transparency.

Senators Peter Welch of Vermont and Ben Ray Lujan of New Mexico introduced an act to ensure that federal AI systems are responsibly developed and deployed. The proposed Trustworthy by Design AI Act would require the National Institute of Standards and Technology (NIST) to create a framework to define and evaluate key trustworthiness criteria for AI systems throughout their development.

Federal agencies would be mandated to use this framework, publicly report on compliance, and evaluate existing AI tools. NIST’s framework would include provisions for safety, security, transparency, fairness, and accountability, with updates at least annually.

“We need to ensure AI is used safely,” Senator Welch stated. “That includes taking action to ensure the government remains a leader in the ethical deployment of AI and setting clear guidelines that provide Americans with trustworthy and fair services. This bill will establish best practices and manage risks of AI.”
