FBI and DHS Warn of Potential New Orleans Attack Copycats

The agencies say lone actors are particularly challenging to track and address.

The Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS) put out a bulletin warning that lone actors are likely to copy the attack in New Orleans on New Year’s Day, which used a vehicle to strike pedestrians along the famous Bourbon Street. This technique has been promoted by ISIS since 2014, but the terrorist organization has increased calls for violence since Hamas attacked Israel on October 7, 2023.

“Lone actors present a particular challenge to law enforcement and intelligence because they are difficult to identify, investigate, and disrupt—especially when their radicalization and communication with other like-minded individuals happens online as is believed to be the case with the New Orleans attacker, Shamsud Din Jabbar,” FBI Deputy Assistant Director of Counterterrorism Christopher Raia said.
