Under Secretary of Education

James Richard Kvaal earned an undergraduate degree from Stanford University and a Juris Doctor from Harvard Law School.

He served as a policy advisor in President Bill Clinton’s administration prior to going to law school. He served as special assistant for economic policy and deputy undersecretary of education in President Obama’s first term. He was then the deputy policy director of the U.S. Domestic Policy Council. He became president of an institute focused on holding colleges accountable and making student debt manageable.

President Joe Biden nominated Kvaal as Under Secretary of Education. After a cloture vote, the Senate confirmed him, and he assumed office in September 2021.

In the News…

The U.S. Department of Agriculture’s Food and Nutrition Service (FNS) and the U.S. Department of Education’s Office of Federal Student Aid (FSA) announced a collaboration to increase college student access to the Supplemental Nutrition Assistance Program (SNAP).

The Education Department stated, “A recent Government Accountability Office report revealed that 67% of the 3.3 million college students potentially eligible for SNAP reported not receiving benefits.

Under Secretary of Education James Kvaal said, “Almost one-quarter of college students experience food insecurity, and too many of these students who qualify for SNAP are not receiving benefits. This joint agreement represents the commitment of the Department of Education and USDA to work together to ensure low-income students receive all the support they need to afford and complete college.”
