DHS Adds Chinese Textile Companies to Uyghur Forced Labor Prevention List

New enforcement expands efforts to address forced labor and genocide in Xinjiang.

The U.S. Department of Homeland Security (DHS) recently added several textile companies based in the People’s Republic of China (PRC) to its Uyghur Forced Labor Prevention Act (UFLPA) Entity List. These additions are part of DHS’s efforts to address forced labor and hold companies accountable for their involvement in the human rights abuses occurring in the Xinjiang Uyghur Autonomous Region (XUAR).

U.S. Customs and Border Protection (CBP) is applying a rebuttable presumption to textile goods produced by these companies as of November 1, prohibiting them from entering the U.S. unless it can be proven that no forced labor was involved.

“Our Department will continue to aggressively enforce the Uyghur Forced Labor Prevention Act and, in doing so, we stand up for human rights, safeguard a free and fair marketplace, and hold perpetrators accountable,” said Homeland Security Secretary Alejandro Mayorkas.

Since the law’s enactment in 2021, the Forced Labor Enforcement Task Force (FLETF) has added 78 entities to the UFLPA Entity List.
