Robert Julio Garcia was born in December 1977 in Lima, Peru. He earned an undergraduate degree from California State University, Long Beach. He received a master’s from the University of Southern California. He earned a Doctor of Education from California State University, Long Beach. He taught communication and public policy courses in his alma maters as well as Long Beach City College.

Garcia established an online local news website, which he sold before he became mayor. He was elected to Long Beach City Council. He served as Vice Mayor of Long Beach and on the California Coastal Commission. He was elected mayor of Long Beach, and won reelection.

Garcia was elected to the U.S. House of Representatives, assuming office in January 2023. 

Garcia is married to Matthew Mendez. He is Catholic.

U.S. Representative Robert Garcia of California led a group of legislators in writing to the heads of Fortune 1000 companies requesting that they retain programs for diversity, equity, and inclusion.

“Inclusion is a core American value, and a great business practice,” the members of the House wrote. “Continual progress towards more equal policies and benefits decreases the risk that anyone — employees and consumers — will experience discrimination, bias, and other threats to their safety and well-being.”

“These efforts to roll back rights are happening everywhere. They’re happening at the workplace. They’re happening in state legislatures,” Representative Garcia said. “And it needs to stop. And we’ve got to push back and be vocal. We can’t just sit by and allow this to happen.”
