Acting Commissioner, Customs and Border Protection

Troy Miller earned a bachelor’s degree from Bemidji State University and is a graduate of the Harvard University John F. Kennedy School of Government’s Senior Executive Fellows program. 

He began his career as a customs inspector with the U.S. Customs Service and served as director of several offices and ports. He became acting assistant commissioner in the Office of Intelligence and Investigative Liaison, then served as executive director of Customs and Border Protection’s (CBP) National Targeting Center, which develops and implements strategies for countering terrorism. He became the New York Field Office director of field operations.

President Joe Biden appointed Miller as acting CBP commissioner in January 2021 until Chris Magnus was confirmed by the Senate and sworn in. Miller again became acting commissioner after Magnus resigned in November 2022.

In the News…

U.S. Customs and Border Protection (CBP) recently released updated border apprehension data that showed a roughly 30 percent reduction in illegal migrant encounters in July compared with June.

The agency also reported that overall border encounters were down through July of fiscal year 2024, at 1,418,671, compared to 2023, which had a total of 1,646,021. The Rio Grande Valley experienced the greatest drop in illegal migrant encounters thus far. While the numbers of single adults and unaccompanied minors are down, the number of individuals in a family unit has increased over last year, with a month remaining in the current fiscal year.

Acting CBP Commissioner Troy Miller stated, “In July, our border security measures enhanced our ability to deliver consequences for illegal entry—leading to the lowest number of encounters along the southwest border in more than three years.”

The agency’s numbers do not include estimates of those admitted into the country through the administration’s parole programs or those who evade capture.
