Laphonza Romanique Butler was born in May 1979 in Magnolia, Mississippi. She earned an undergraduate degree from Jackson State University. She began her career as a union organizer in various eastern cities before moving to California.

She served as president of Service Employees International Union. She advocated for increases in California’s minimum wage and in taxes on the state’s wealthy. She then served as regent of the University of California.

Butler was appointed to the U.S. Senate by California Governor Gavin Newsom in October 2021.

She is married to Neneki Lee and they have one child.

Senator Laphonza Butler of California co-sponsored legislation introduced by Edward Markey of Massachusetts that would prohibit unauthorized private paramilitary activity.  

The Preventing Private Paramility Activity Act of 2024 seeks to stop threats posed by paramilitary groups, creating a federal law that would undergird existing state laws that holds individuals accountable for acting as armed participants in a private paramilitary organization with command structure.

Representative Jamie Raskin has introduced the same legislation in the House of Representatives.
