Action plan solidifies pre- and post-strike protocol to reduce casualties.
The Department of Defense recently finalized the Civilian Harm Mitigation and Response Plan, which formalizes pre- and post-military strike protocol to reduce deaths within nearby civilian populations.
This instruction has been two years in the making, at the direction of Defense Secretary Lloyd Austin. The military had a number of policies for reducing civilian casualties, but this instruction brings all the long-standing policies together in one instruction for easy communication and clear action steps in the field of combat.
“The new instruction will not magically stop all civilian casualties. The fog of war is still dense and mistakes happen,” the department stated. “The instruction calls for continued research and discussion of all aspects of civilian harm mitigation and response.”
