Elizabeth Sherwood-Randall
White House Homeland Security Advisor
Elizabeth D. Sherwood-Randall was born in October 1959 in Los Angeles, California. She earned an undergraduate degree from Harvard University. She received a doctorate in international relations at Oxford University where she attended on a Rhodes Scholarship.
She served nearly two years as a principal adviser on foreign and defense policy matters to then Senator Joe Biden who was ranking member of the Senate Foreign Relations Committee. She became Associate Director of the Harvard Kennedy School Belfer Center’s Strengthening Democratic Institutions Project. During President Clinton’s administration, Sherwood-Randall served as Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia. She later became a senior research scholar at Stanford University’s Center for International Security and Cooperation. She served on the Council on Foreign Relations.
Sherwood-Randall served President Obama’s administration as a special assistant to the president and Director for European Affairs of the White House National Security Council. President Obama nominated her to be Deputy Secretary of Energy, a position she held until January 2017.
President Biden named her as his Homeland Security Adviser.
She is married to Dr. Jeffrey Randall, and they have two sons.

A group of officials from President Biden’s administration, led by Dr. Elizabeth Sherwood-Randall, the president’s adviser on Homeland Security, met with Mexican President Andres Manuel Lopez Obrador and senior members of his government as part of ongoing discussions over cross-border trafficking of fentanyl, firearms, and migrants.
Following the meeting, they issued a joint statement promising to continue their discussions.
“The leaders discussed our commitment to continuing joint efforts under the U.S.-Mexico Bicentennial Framework for Security, Public Health, and Safe Communities to combat drug traffickers, disrupt the supply of the chemicals used to make illicit fentanyl, prevent trafficking of these deadly narcotics across our shared border, and promote public health services to reduce harm and demand and increase treatment services,” the statement reads.
“Our countries also recognize that discovering, disrupting, and dismantling firearms trafficking networks is critical to our shared efforts to combat illicit fentanyl, and we remain committed to addressing firearms trafficking that contributes to violence and destruction on both sides of our shared border.”
