Judge Dennis Jacobs
Second Circuit U.S. Court of Appeals
Dennis Jacobs was born in February 1944 in New York City. He earned an undergraduate degree from the City University of New York, received a Master of Arts in English literature from New York University Graduate School of Arts and Sciences, and some years later earned his Juris Doctor from New York University of Law. In the interim, Jacobs was a lecturer in the English Department of Queens College.
He engaged in the private practice of law. He was nominated by President George H.W. Bush to a seat on the United States Court of Appeals for the Second Circuit. He was confirmed by the Senate and received his commission in October 1992. Jacobs served as Chief Judge for seven years. In May 2019, he took senior status.

A class action lawsuit involving more than 12 million retailers against Visa and Mastercard over “swipe fees” has been settled, and the settlement allowed to stand by the Second Circuit U.S. Court of Appeals.
The card companies had been accused of improperly fixing credit and debit card fees. The $5.6 billion settlement was approved by Judge Dennis Jacobs who wrote that the settlement acted “reasonably in a sprawling case with mainly interested parties, in which neither the district court nor class counsel can be expected to predict and prevent every issue that might arise.”
