Shalanda Delores Young was born in August 1977 in Zachary, Louisiana. She earned an undergraduate degree in psychology from Loyola University in New Orleans and a Master of Health Administration from Tulane University. She moved to Washington, D.C., and became a Presidential Management Fellow with the National Institutes of Health. 

She worked for 14 years as a staffer on the U.S. House Committee on Appropriations. In 2017, she became staff director of the committee, where she served until being nominated for deputy director at OMB in 2021. 

Young was nominated by President Joe Biden to be the Director of the White House Office of Management and Budget, and the Senate confirmed her. She assumed her position in March 2022. 

She is the mother of a young daughter.

President Biden submitted his budget blueprint last week, setting out his administration’s policy vision for the fiscal year that begins in October.   

“There’s a vision here and there’s a contrast,” Office of Management and Budget Director Shalanda Young said. “You can be fiscally responsible and invest in the American people, or you can pull the rug out from people by going after programs that people absolutely need.” 

She expressed concerns about what majority members in the House would cut in order to reduce the deficit. She said, “We’re looking forward to seeing their budget so the American people can compare it to what we’re putting out today.”
