As the United States became stronger after its Civil War, Spain was struggling with an ever-weakening economy and society. The revolts by the people of Cuba against Spanish colonial rule met with support from the U.S., which believed in the independence of the island. The government of Spain was concerned that withdrawing from Cuba could be perceived by Spanish society as betrayal, which might spark a revolution at home. President William McKinley had sought to settle the dispute peacefully, but the sentiment of the American people was enflamed by embellished news reports of atrocities committed by Spain. President McKinley acceded to the pressure on this day in 1898, signing the Congressional resolution that authorized military force to liberate Cuba if the Spanish did not withdraw, thus starting the Spanish-American War.
