The power of the United States government has, at times, been misused. On this day in 1942, President Franklin D. Roosevelt signed Executive Order 9066, which evicted and incarcerated nearly all 120,000 Japanese Americans in domestic military encampments. Two years into this practice, the Supreme Court unanimously voted to overturn Executive Order 9066, and the camps were shut down by 1946. President Gerald Ford formally apologized for the internment in 1976, and President Jimmy Carter launched an investigation concluded by President Ronald Reagan that led President George H.W. Bush to issue personal redress payments to all surviving victims of the encampments. Genuine repentance is marked by a change of heart and behavior, as well as restitution for the wrongs committed.
