Judge Jack Zouhary

Jack Zouhary was born in December 1951 In Toledo, Ohio. He earned his undergraduate degree from Dartmouth College and received his Juris Doctor from the University of Toledo College of Law. He engaged in the private and corporate practice of law.
He served briefly as a judge on the Lucan County Court of Common Pleas until Governor Bob Taft appointed him to the Court of Common Pleas.
Zouhary was nominated by President George W. Bush to a seat on the United States District Court for the Northern District of Ohio. He was confirmed 96-0 by the Senate and received his commission in March 2006. He took senior status in July 2019.

The people of the City of Toledo, Ohio, in a 2019 special election, established a “bill of rights” for Lake Erie and the Lake Erie watershed ecosystem, that prohibited activities and projects that would violate the Bill of Rights. It was challenged the very next day by a farm operation in Custer, Ohio, within the Maumee River watershed.
On February 27, the U.S. District Court for the Northern District of Ohio struck down the Lake Erie Bill of Rights on the grounds that it was unconstitutionally vague.
In his decision, Judge Jack Zouhary cited the fallibility of laws which “may trap the innocent by not providing fair warning” and “invite arbitrary enforcement by prosecutors, judges and juries.”
