Ben Cline
U.S. Representative for Virginia
Benjamin Lee Cline was born in February 1972 in Stillwater, Oklahoma, but grew up in Virginia. He graduated from Bates College with an undergraduate degree. He received his Juris Doctor from the University of Richmond. He served as president of an internet support services company during law school.
Cline became assistant Commonwealth Attorney for Rockingham County. He also practiced law in the private sector and served as a congressman’s chief of staff before being elected to office.
Cline won a special election to the Virginia House of Delegates in 2002 and was reelected the following year. He served in the state legislature until he won the seat for Virginia’s 6th congressional district in 2018. He has been reelected three times.
Cline is married to Elizabeth and they have two children. He is Catholic.

Representative Ben Cline of Virginia reintroduced the No Union Time on the Taxpayer’s Dime Act in the House as Senator Mike Lee of Utah reintroduced it in the Senate. The measure would require federal employees to do union work outside of federal work hours, ending the “official time“ currently allowed for union duties using government spaces. The White House Office of Personnel Management estimated the practice of permitting federal workers to use normal office hours for collective bargaining activities costs over $100 million each year.
“Ending ‘official time’ is a commonsense step to ensure taxpayer dollars are used responsibly and to increase accountability across the federal workforce,” Congressman Cline said. “Public funds should serve the American people, not private union interests.”
Similar legislation was introduced last month to require government unions to reimburse taxpayers for the “official time“ used by federal employees. These bills support President Trump’s efforts, which have faced legal challenges, to remove taxpayer funding of government union activities during business hours that was established under the Civil Service Reform Act of 1978.
