The department confirms that human life begins and sexuality is determined at conception.
The Department of Health and Human Services issued an updated definition of sex, both for federal agencies and the public. The release affirms that there are only two genders.
The guidance states, “The sex of a human, male or female, is determined genetically at conception (fertilization) and is observable before birth.”
The department further declared, “A person’s sex is unchangeable and determined by objective biology. The use of hormones or surgical interventions do not change a person’s sex because such actions do not change the type of gamete that the person’s reproductive system has the biological function to produce. Rare disorders of sexual development do not constitute a third sex because these disorders do not lead to the production of a third gamete.“
The department also specified the definitions of the terms female, male, woman, man, girl, boy, mother, and father. The guidance follows President Donald Trump’s executive order Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.
