Judge Royce Lamberth

Royce Charles Lamberth was born in July 1943 in San Antonio, Texas. He earned an undergraduate degree and a bachelor of laws degree from the University of Texas, Austin. He served in the U.S. Army Judge Advocate General’s Corps.
Lamberth became an assistant U.S. attorney for the District of Columbia. He then served as chief of the civil division of the U.S. Attorney’s Office.
Lamberth was nominated by President Ronald Reagan to serve on the U.S. District Court for the District of Columbia. He was confirmed by the Senate and received his commission in November 1987. He presided over the U.S. Foreign Intelligence Surveillance Court for seven years. He served as chief judge of the D.C. District Court for five years before assuming senior status in 2013.

Judge Royce Lamberth of the D.C. U.S. District Court issued a temporary restraining order keeping three transgender prisoners in women’s prisons despite President Trump’s executive order directing the attorney general and Homeland Security not to detain biological males in federal women’s prisons or detention centers.
The judge, who sentenced several January 6 defendants to long prison terms later pardoned or commuted by President Trump, said that the transgender individuals faced a high risk of harassment, abuse, and sexual assault by being placed in men’s facilities.
Judge Lamberth blocked the Bureau of Prisons from transferring the three individuals from women’s prisons to men’s under the Eighth Amendment
“Plaintiffs have straightforwardly demonstrated that irreparable harm will follow” if their request is denied, the judge wrote. “The plaintiffs cited to various government reports and regulations recognizing that transgender persons are at a significantly elevated risk of physical and sexual violence relative to other inmates when housed in a facility corresponding to their biological sex — which the defendants do not dispute.”
