Deborah Lynn Boardman was born in 1974 in Silver Spring, Maryland. She earned an undergraduate degree from Villanova University and received her Juris Doctor from the University of Virginia School of Law. She clerked for a judge in the Eastern Virginia U.S. District Court, then entered private practice. 

Boardman became first assistant federal public defender in the District of Maryland. She was selected as U.S. magistrate judge in the District of Maryland in 2019.

Boardman was nominated by President Joe Biden to a seat on the U.S. District Court for the District of Maryland. She was confirmed by the Senate and received her commission in June 2021.

Maryland District Judge Deborah Boardman became the second judge to rule against President Donald Trump’s executive order to end birthright citizenship for those born to foreigners illegally living in the U.S. or on a temporary visa, this time placing a nationwide injunction against the measure.

Judge Boardman ruled, “The executive order conflicts with the plain language of the 14th Amendment, contradicts 125-year-old binding Supreme Court precedent, and runs counter to our nation’s 250-year history of citizenship by birth.”

The judge called citizenship a “precious right“ that is a “national concern that demands a uniform policy,” adding that “only a nationwide injunction will provide complete relief to the plaintiffs.”
