Charles Eugene “Chip” Roy was born in August 1972 in Bethesda, Maryland. He earned an undergraduate degree in commerce and an M.S. in information systems from the University of Virginia. He received a Juris Doctor from the University of Texas School of Law. He worked as a staff director for Texas Attorney General John Cornyn and then again for Cornyn when he became a  U.S. Senator. 

Roy became a special assistant in the office of the U.S. Attorney for the Eastern District of Texas, leaving that position to work for Texas Governor Rick Perry. He later became chief of staff to Senator Ted Cruz. He served as the assistant attorney general for the State of Texas. After a period leading the political action committee for Senator Cruz, Roy became Director of the Center for the think tank Tenth Amendment Action for the Texas Public Policy Foundation. 

He was elected to the U.S. House of Representatives, assuming office in January 2019. 

Roy is married to Carrah and they have two children. He is Southern Baptist.

Representative Chip Roy introduced legislation to repeal the Freedom of Access to Clinic Entrances (FACE) Act which was enacted under President Clinton. President Biden’s administration used the law to convict peaceful pro-life activists and largely ignored the attacks on churches and pregnancy centers despite the act’s guarantee for equal protection.

Congressman Roy pointed out the weaponization of the justice system under the previous administration, saying, “The FACE Act was one of the primary weapons of abuse — being used to politically target, arrest, and jail pro-life Americans for speaking out and standing up for life.” 

The Texas representative added, “Congress should move quickly to repeal this law and ensure that no future president can weaponize it against pro-lifers ever again.”

President Trump has received requests to pardon pro-life advocates who have been imprisoned under the FACE Act.
