House Considers Increasing Threshhold for “Motion to Vacate” Speaker Role

Members prepare to vote on speakership.

As members of Congress are sworn in on Friday, representatives in the House will also be voting on a rules package as they consider who will fill the Speaker of the House role. Representative Mike Johnson has been busy endeavoring to shore up his bid for reelection to the speakership as members of the Freedom Caucus have expressed reticence to support him.

One of the measures under consideration for the rules package is that a “motion to vacate” the speakership would require nine representatives from the majority party rather than the previous one. Former Speaker Pelosi had raised the number to a majority of either party in 2019. Former Speaker McCarthy agreed to lower it back to a single member when he was elected after 15 rounds of voting in 2023. He was the first House speaker in U.S. history to be removed via a motion to vacate.

Another change in the rules package would dissolve the congressional Diversity and Inclusion Office.
