Judge Lewis Liman
Southern New York U.S. District Court
Lewis Jeffrey Liman was born in December 1960 in New York City. He earned his undergraduate degree from Harvard University, a master of science from the London School of Economics, and his Juris Doctor from Yale Law School. He clerked at the Southern New York U.S. District Court and the Second Circuit Court of Appeals, he then clerked for Supreme Court Justice John Paul Stevens. He entered private practice.
Liman became an assistant U.S. attorney for the Southern District of New York, then served as deputy chief of appeals. He was a partner for a Washington, D.C.-based law firm before becoming a partner at a New York City firm.
President Donald Trump nominated Liman in May 2018 to serve as a federal judge on the United States District Court for the Southern District of New York. His nomination was returned and President Trump renominated Liman in April 2019. The Senate confirmed him and he received his judicial commission in December 2019.
Liman is married to Lisa, and they have two daughters.

U.S. District Judge Lewis Liman heard arguments for a preliminary injunction against New York City’s congestion pricing. He had previously ruled that adequate environmental review had been conducted for the pricing to proceed but was willing to hear more.
The congestion pricing has been under negotiation between New York and New Jersey. The plan would charge drivers who enter Manhattan below 60th Street. The funding would go toward NYC mass transit.
The lawsuit claims that federal officials did not examine the potential impact of the tolling program on traffic and pollution before allowing New York to move forward with it.
A parallel lawsuit is being heard in New Jersey, and that decision is expected to come ahead of Judge Liman’s
