National security memo describes the four nations’ cooperation as an “axis of upheaval” or “quartet of chaos.”
President Biden approved a national security memo on China, Russia, Iran, and North Korea, this week, calling those nations the “quartet of chaos.” The memo was intended to assist the incoming administration in countering the cooperative efforts of the four countries.
The memo recommends increased U.S. government interagency cooperation, swift sharing of information with global allies, and using sanctions and other economic tools.
Director of National Intelligence Avril Haines said earlier this month that the four nations are “not acting as a bloc” at this time. U.S. intelligence officials confirmed to Congress that the adversarial countries have not yet coalesced into a cohesive threat to the U.S.
