Judge Daniel Bress
Ninth Circuit U.S. Court of Appeals
Daniel Aaron Bress was born in 1979 in Hollister, California. He earned an undergraduate degree in government from Harvard University. He worked as a paralegal at the Federal Trade Commission while attending the University of Virginia School of Law from which he received a Juris Doctor. He clerked at the U.S. Court of Appeals for the Fourth Circuit and then for Justice Antonin Scalia at the U.S. Supreme Court.
He entered private practice in San Francisco and later in Washington, D.C. He was an adjunct professor of law at the University of Virginia and the Columbus School of Law of the Catholic University of America.
He was nominated by President Donald Trump to be a judge on the U.S. Court of Appeals for the Ninth Circuit. After a cloture vote, his nomination was confirmed by the Senate. He received his judicial commission in July 2019.

A three-judge panel of the Ninth Circuit U.S. Court of Appeals ruled that the King County executive’s block of Immigration and Customs Enforcement’s use of the international airport violated the U.S. Constitution.
Judge Daniel Bress wrote, “King County’s Executive Order on its face discriminates against the United States ‘by singling out’ the federal government and its contractors ‘for unfavorable treatment’ or ‘regulat(ing) them unfavorably on some basis related to their governmental ‘status.”
The ruling continued, “The Executive Order therefore discriminatorily burdens the United States specifically because of federal immigration operations, based on the County’s disagreement with federal policy. This discrimination, plain on the face of the Order, contravenes the intergovernmental immunity doctrine.”
