Judge Richard Myers
Eastern North Carolina U.S. District Court
Richard Ernest Myers II was born in August 1967 in Kingston, Jamaica. His family moved to Wilmington, North Carolina when he was a child. He earned undergraduate and master’s degrees from the University of North Carolina, Wilmington, and received a Juris Doctor from the University of North Carolina, Chapel Hill.
He clerked for a judge in the D.C. Circuit U.S. Court of Appeals, then went into private practice. He served as assistant U.S. attorney for the Central District of California, then for the Eastern District of North Carolina. He taught criminal law at the University of North Carolina School of Law.
President Donald Trump nominated Myers to a seat on the Eastern North Carolina U.S. District Court in August 2019. The Senate confirmed Myers and he received his commission in December.

U.S. District Judge Richard Myers ruled that the ballot envelope case in North Carolina would remain in federal court. Plaintiffs brought suit against North Carolina’s election board guidance that would accept absentee ballots without the second security envelope mandated under a new voter ID law.
The plaintiffs had sought to return the case to state court a month ago, which may have provided a ruling prior to Election Day. The state board claimed federal court had jurisdiction due to the Civil Rights Act of 1964.
Judge Myers wrote, “Defendants properly removed this action.”
