Judge Jia Cobb

Jia Michelle Cob was born in 1980 in Springfield, Ohio. She earned an undergraduate degree from Northwestern University and received her Juris Doctor from Harvard Law School. She clerked at the U.S. Court of Appeals for the Seventh Circuit.
She worked as a trial attorney for the District of Columbia Public Defender Service. She also taught law at the Washington College of Law and Harvard Law School. She was in private practice for nine years.
Cobb served as an elected member of the District of Columbia Bar’s Criminal Law and Individual Rights Section Screening Committee.
She was nominated by President Joe Biden to serve as a district judge for the United States District Court for the District of Columbia. She was confirmed by the Senate after a cloture vote and received her commission in November 2021.

Federal Judge Jia Cobb of the District of Columbia U.S. District Court lifted a temporary stay of her ruling that Kalshi’s contracts do not involve unlawful gaming. The Commodities Futures Trading Commission (CFTC) had sought to block the startup predictions market, which allows people to place wagers on real-world events.
The judge ruled that the prediction market’s event contracts “involves… elections, politics, Congress, and party control; but nothing that any Party to this litigation has identified as illegal or unlawful activity.”
“The CFTC’s order exceeded its statutory authority,” Judge Jia Cobb wrote in her opinion. “Kalshi’s contracts do not involve unlawful activity or gaming. They involve elections, which are neither.”
She added, “Congress did not authorize the CFTC to conduct the public interest review it conducted here.”
The federal agency has filed an appeal.
