John Campbell “Cam“ Barker was born in 1980 in New Orleans, Louisiana. He received an undergraduate degree from Texas A&M University and earned his Juris Doctor from the University of Texas. He began his career as a software programmer before obtaining his law degree.
Barker clerked for a judge on the U.S. Court of Appeals for the Federal Circuit and for a judge on the Second Circuit U.S. Court of Appeals. He served as a Justice Department trial attorney in the Criminal Division, then as special assistant U.S. attorney for the Eastern District of Virginia. He then became a partner practicing commercial and intellectual property law in a private practice. He later served as Deputy Solicitor General of Texas for four years.
Barker was nominated by President Donald Trump to a seat on the United States District Court for the Eastern District of Texas in 2018. The nomination was returned to the president, who renominated Barker. He was confirmed by the Senate and received his commission in May 2019.

Judge J. Campbell Barker of the Eastern Texas U.S. District Court temporarily blocked the implementation of a policy from President Biden’s administration to streamline the process for undocumented spouses of U.S. citizens to obtain legal status. The policy would allow the spouses to remain in the U.S. rather than requiring them to return to their home country to apply for a green card. U.S. Citizenship and Immigration Services began accepting applications for the program on August 19.
Sixteen state attorneys general brought a suit against the policy, announced by President Biden in June, due to the millions in public service costs for health care, education, and law enforcement for migrants.
Judge Barker wrote that the “claims are substantial and warrant closer consideration than the court has been able to afford to date.“
His ruling allowed the Department of Homeland Security to continue to accept applications but they are not permitted to approve them.
“These families should not be needlessly separated,” President Biden stated. “My Administration will not stop fighting for them.”
