James David Cain, Jr., was born in November 1964, in Deridder, Louisiana. He earned an undergraduate degree from McNeese State University and received his Juris Doctor from the Southern University Law Center in Baton Rouge. He served three years as a congressional aid in the U.S. House of Representatives. He clerked at the Louisiana Third Circuit Court of Appeals, then entered private practice. 

President Donald Trump nominated Cain to a judgeship at the United States District Court for the Western District of Louisiana. His nomination expired before being acted upon, and President Trump re-nominated him. He was later confirmed by the Senate and received his judicial commission in June 2019. 

In the News…

U.S. District Judge James Cain placed a temporary injunction against the pause and delay of permits for new liquid natural gas (LNG) infrastructure by President Biden’s administration. The ruling would require the advancement of such projects as the legal challenge is adjudicated in federal court.

The judge called the Department of Energy’s justifications for pausing LNG export projects “completely without reason or logic.”

Judge Cain said that the Energy Department’s action went “above and beyond its scope of authority,” adding that he had “reviewed the voluminous studies attached as exhibits, all of which boast of both the economic and environmental benefits of exporting natural gas.”

The administration announced the delay of consideration for new U.S. LNG export terminals in January of this year, citing climate and environmental concerns.
