Chief Judge Jeffrey Sutton
Sixth Circuit U.S. Court of Appeals
Jeffrey Stuart Sutton was born in October 1960 in Dhahran, Saudi Arabia. He earned an undergraduate degree in history from Williams College. He worked as a paralegal in Washington, D.C., later spending a summer as an archaeological intern at a dig site in Jordan as part of the U.S. Department of State cultural exchange program. Returning to the U.S., he taught at a private school in Columbus, Ohio. He earned a Juris Doctor from Ohio State University’s Moritz College of Law. He clerked at the Second Circuit Court of Appeals and later at the U.S. Supreme Court under Justice Antonin Scalia.
He entered private practice. Sutton served four years as Solicitor General of Ohio. He was an adjunct professor of law at Ohio State University Moritz College of Law and as a visiting lecturer at Harvard Law School.
President George W. Bush nominated Sutton to a seat on the U.S. Sixth Circuit Court of Appeals. His nomination expired at the end of one congressional session, and he was renominated. The Senate confirmed him, and he received his commission in May 2003. He became chief judge in May 2021.

Under a new ruling by the Sixth Circuit U.S. Court of Appeals, Tennessee and Kentucky can enforce bans on transgender interventions for minors, such as surgery, hormones, and puberty blockers.
“This is a relatively new diagnosis with ever-shifting approaches to care over the last decade or two,” Chief Judge Jeffrey Sutton wrote. “Under these circumstances, it is difficult for anyone to be sure about predicting the long-term consequences of abandoning age limits of any sort for these treatments.”
In his ruling, Judge Sutton said the country has “a long tradition of permitting state governments to regulate medical treatments for adults and children,” providing no federal statute stands in the way.
