Judge Jon S. Tigar

Jon Steven Tigar was born in October 1962 in London, England. He earned an undergraduate degree from Williams College and a Juris Doctor from the University of California Berkeley School of Law. He clerked at the Eleventh Circuit U.S. Court of Appeals, before entering into the private practice of law.
Tigar served two years as a public defender in San Francisco. He returned to private practice. He served as a judge on the Alameda County Superior Court. He was an elected member of the American Law Institute and also taught pretrial litigation at UC Berkeley School of Law. He was a member of the California Judicial Council’s Advisory Committee on Civil Jury Instructions and the Ninth Circuit’s Jury Instructions Committee.
Tigar was nominated by President Barack Obama to be a judge on the United States District Court for Northern California. His confirmation was by the unanimous consent of the Senate and he received his commission in January 2013.

Northern California District Judge Jon Tigar blocked a rule from President Biden’s administration that allowed immigration officials to deny entry to some asylum seekers at the U.S.-Mexico border if the migrants did not apply online first or seek protection in a country through which they had transited.
In making his ruling, the judge gave the administration 14 days to appeal. The administration’s policy on asylum has been a key enforcement tool since the expiration of Title 42.
Judge Tigar found the rules were unlawful because they impose conditions on asylum seekers that were not intended by Congress.
The Department of Justice said they would appeal.
