Donna M. Ryu received her undergraduate degree from Yale University and earned her Juris Doctor from the University of California Berkeley School of Law. She engaged in private practice.
Ryu was an associate professor and the Associate Director of the Women’s Employment Rights Clinic at Golden Gate University School of Law. She became a Clinical Professor of Law at the University of California Hastings College of Law.
She was nominated by President Barack Obama to serve as a Magistrate Judge on the United States District Court for the District of Northern California. She serves in the Oakland division.

Magistrate Judge Donna Ryu of the U.S. District Court for the Northern District of California has granted an emergency order that bars the City of San Francisco from conducting “sweeps” of homeless encampments in which it removed belongings of those living in the tent cities in an effort to shut the camps down.
Judge Ryu said the city’s own ordinances require that homeless individuals be offered shelter before their encampments are cleared away. She cited evidence that showed encampments had previously been cleared without the offer of shelter and personal belongings of the inhabitants improperly seized or thrown out—including cellphones, medications, identification, and even prosthetic limbs.
To meet her ruling, San Francisco would need thousands of additional beds.
