Answer – the military. A Brookings Institution report in 2019 said government workers, including contract workers on federal grants, are estimated to be slightly more than 9 million workers, or almost 6 percent of the total U.S. workforce. The military has nearly 24 million, or a little over 15 percent of the workforce.
