Jeffrey Vincent Brown was born in March 1970 in Dallas, Texas. He earned an undergraduate degree in English from the University of Texas and received his Juris Doctor from the University of Houston Law Center. He clerked at the Texas Supreme Court before entering private practice.
He served six years as a justice on Houston’s 14th Court of Appeals. Prior to that, he was the judge on the 55th Texas State District Court. He was elected to the Texas Supreme Court, serving as an associate justice for six years.
Brown was nominated by President Donald Trump to serve as a judge of the United States District Court for the Southern District of Texas. On a cloture vote, his nomination was confirmed by a 50-40 vote of the Senate and he received his commission in September 2019.
He is married to Susannah, and they have three children. He is an Eagle Scout.

Federal District Judge Jeffrey Brown granted the request of the president’s administration to dismiss a lawsuit filed by more than 20 state attorneys general challenging the Keystone XL Pipeline’s permit revocation.
Judge Brown, of the U.S. District Court for the Southern District of Texas, ruled that determining the constitutionality of President Biden’s action was moot because the pipeline’s developer had abandoned the project.
President Biden canceled the pipeline’s federal permit immediately after taking office on January 20 with an executive order. On June 9, the developer announced its intention to permanently halt construction of the pipeline, saying it would focus on other projects.
In his ruling, Judge Brown wrote, “The court takes TC Energy at its word that Keystone XL is dead. And because it is dead, any ruling this court makes on whether President Biden had the authority to revoke the permit would be advisory. Thus, the court has no jurisdiction and the case must be dismissed as moot.”
