Judge Loretta Biggs

Loretta Yvonne Copeland Biggs was born in March 1954 in Atlanta, Georgia. She earned an undergraduate degree from Stephen College and received a Juris Doctor from Howard University School of Law
She worked as a staff attorney for The Coca-Cola Company. She spent four years as an assistant district attorney in Forsyth County, and eight years as a district judge. She was an adjunct professor of law at Wake Forest University School of Law.
Biggs joined the United States Attorney’s Office for the Middle District of North Carolina and was the executive assistant to the U.S. Attorney for four years. She was appointed by the governor to serve on the North Carolina Court of Appeals. She later entered private practice.
Biggs was nominated by President Barack Obama to a seat on the United States District Court for the Middle District of North Carolina. She was approved by the Senate and received her judicial commission in December 2014.

U.S. District Judge Loretta Biggs ruled that North Carolina’s flagship public university can continue to consider race as a factor in its undergraduate admissions, rejecting claims that affirmative action disadvantages white and Asian students.
The judge ruled the University of North Carolina has shown it has a compelling reason to pursue a diverse student body and thus demonstrated that measurable benefits come from that goal.
“In sum, the court concludes that UNC has met its burden in demonstrating that it has a genuine and compelling interest in achieving the educational benefits of diversity,” she wrote.
She noted that UNC “offered a principled and reasoned explanation” supported by research for its pursuit of a diverse student body. “The university has presented substantial evidence demonstrating its good faith in pursuing the educational benefits that flow from diversity,” she concluded.
