President Biden persuaded the leaders of NATO to designate China as presenting “systemic challenges” in a summit communique Monday. The statement said, “China’s stated ambitions and assertive behavior present systemic challenges to the rules-based international order and to areas relevant to alliance security.” The language will now set the path for NATO alliance policy.
In a sign of a shared position, leaders agreed China is no longer seen as a benign trading partner. The European Union had already designated Beijing a “systemic rival.” Allied leaders are also concerned about the Russian military build-up near Ukraine as well as its covert and cyberattacks to undermine Western democracies.
